I'm sick and tired of hearing "SMIDSY", "I didn't realise how fast you were going", "where's your hi-vis/helmet/red flag/flashing neon sign" etc etc etc... Any indication of lack of attention should be punished by the car being melted down and turned into bike stands.
Novelty value must help in being picked out from the normal run-of-the-mill stuff that motorists see. Fluorescent stuff is dead common and I suspect doesn't register a lot of the time.So if this argument carries any weight then upright riders should bedeck themselves in, not merely highly visible, but bizarre costumes. Something like this perhaps:
