I had a brillianty idea the other day, at least for London.They should reverse the congestion charge and pay cyclists who come into work - say £1 per day. It would help subsidise the costs of maintenance on the bike over a year, or pay off a bike for people who buy one to commute in.It should be reasonably practical - the whole C-charge infrastructure monitors entry and exit. You would just have to register that you were in and out, and on a bike - maybe with some camera-visible ID. It works for cars.And the secondary benefit is that jeremy Clarkson and Anne Widdecombe would spontaneously combust.
